Yelena Bakhmutova was appointed deputy chairman of Samruk-Kazyna National Welfare Fund, Tengrinews.kz reports citing Umirzak Shukeyev. “Yelena Bakhmutova will be responsible for financial assets only: these are second-tier banks, funds, all development institutes that we manage,” the Fund’s chairman Umirzak Shukeyev said on the sidelines of the awarding ceremony of Innovative Kazakhstan contest on January 25. He explained that Aidan Karibzhanov was released from his office. Second deputy chairman Kuandyk Bishimbayev remains in his position. Yelena Bakhmutova was born in 1962 in Rostov-on-Don. She graduated from Almaty Institute of National Economy. She started working at different positions in economy sector from 1983 to 1993. In 1993-2001 she worked as chief economist, deputy director, director of budget department of Kazakhstan Finance Ministry. In April 2001 she was appointed Vice-Minister of Labor and Social Protection. In August 2002 she worked as Director of the Department of Regulation of Pension Funds of Kazakhstan National Bank. In September 2002 she was appointed Director of the Financial Control Department of the National Bank. In January 2004 she worked as deputy chairman of Kazakhstan Agency on Regulation and Control of Financial Market and Financial Organization and became chairman of the Agency in January 2008. The Agency was eliminated in 2011. That is when Bakhmutova was transferred to Samruk-Kazyna.
