Tengrinews.kz - A Kazakh airline has been held administratively liable for a serious violation of passenger rights on a Ust-Kamenogorsk to Astana flight.
According to the press service of the Main Transport Prosecutor’s Office, the case followed an incident on February 25, when 180 passengers were unable to depart on time.
“Passengers became hostages of a prolonged delay: despite more than eight hours of waiting during the day, the airline failed to provide timely hotel accommodation. Only by 10 P.M., after the intervention of an on-duty prosecutor, were passengers given a place to rest. People spent the entire day at the airport without proper conditions,” the statement read.
The flight in question, Flight 784, was scheduled to depart Ust-Kamenogorsk at 8:30 A.M., but by midnight it still had not taken off. Passengers spent more than 18 hours inside the airport terminal—many without access to hot meals, updates on the flight status, or explanations from airline representatives. Complaints were filed with the East Kazakhstan Transport Prosecutor’s Office.
Following an inspection, SCAT Airlines was found guilty of violating Part 2 of Article 567 of the Code of Administrative Offenses – "Violation of consumer rights protection laws in the field of transport services." The airline has been fined 1,000 MCI (approximately 3.9 million tenge in 2025).
Earlier, a new fine was introduced for airlines in Kazakhstan.
