Tengrinews.kz – The Ministry of Labor and Social Protection of the Population has published data regarding foreigners seeking asylum in Kazakhstan.

According to the report, 265 asylum seekers and 301 refugees currently reside in Kazakhstan, with most of them living in Almaty and Almaty Region.

The Ministry noted that on December 15, 1998, Kazakhstan officially acceded to the 1951 UN Convention Relating to the Status of Refugees and assumed certain obligations.

“Public relations concerning the legal status of asylum seekers and refugees in Kazakhstan are governed by the Law ‘On Refugees,’ based on principles of international refugee law: non-refoulement, transparency and accessibility in granting refugee status, non-discrimination, confidentiality, family unity, and protection of refugee children's rights,” the Ministry reminded.

What rights does the law “On Refugees” guarantee in Kazakhstan?

Asylum seekers and refugees in Kazakhstan are entitled to free medical care and social support, as stipulated by law.

They are also free to work and run businesses. Unlike other foreigners, they do not need special work permits from local authorities.

Refugee children have the same educational rights as other children in Kazakhstan. They can attend kindergartens and schools for free, and are eligible to apply for higher and postgraduate education on a competitive basis.

Additionally, refugees can apply for permanent residence and citizenship in Kazakhstan. They are not required to submit a criminal record certificate from their home country.

As a reminder, last year Kazakhstan approved a new format for refugee identification cards. It was noted that these IDs are produced in accordance with international standards for machine-readable travel documents.

It’s also worth noting that in November 2023, it was reported that 325 refugees from Afghanistan, Ukraine, Uzbekistan, Syria, and China were residing in Kazakhstan.
