50 mayors and governors to be replaced in Kazakhstan

At least 50 Akims (mayors and governors) of cities and regions will be replaced in Kazakhstan by this autumn, Tengrinews.kz reports citing chairman of Kazakhstan State Service Agency Alikhan Baimenov. “I would like to say that 2,000 people have applied for 550 positions in the A Block. 200 of the applicants were dismissed for non-compliance with the qualification requirements. Around 1,100 people out of 1,800 were tested in the first 7 days. 63 percent of them passed the test successfully and 37 percent did not pass the required threshold. That means that over 50 akims of cities and regions did not pass the threshold. This means that their positions will be taken by September 26 by people from the reserves selected by the national commission,” Baimenov said on the sidelines of the 6th Astana Economic Forum. He added that there were no cases of heart attacks during the examinations to the elite state workers block, however some candidates had their blood pressure go up. However, special medical centers were available to render emergency aide to the candidates if needed. “Of course, it is stressful for them, as many of them have never taken any tests before. It is not a secret that some of the candidates have never worked on a computers. But we gave them a chance to prepare. Special trainings were held in many oblasts and those who prepared well were successful at the exams. The test cannot be the measure of evaluation, as there are very many qualification requirements. I do not consider the percentage we got a bad result, as it only certifies that the competition is tough and the tests are difficult. Believe me, answering 7 questions out of 10 correctly is not a bad result,” Baimenov said. The testing for the A Block is being held in Kazakhstan from May 15 to 27. Earlier Tengrinews.kz cited deputy head of Kazakhstan Presidential Administration Gabidulla Abdrakhimov as saying that the term A Block is used all over the world for elite groups of public officials eligible for “higher administrative positions”. "This is something between politicians and administrative officials. Normally these people get very high salaries" and this helps keep them at the state service, Abdrakhimov said continuing that "this is done to track the official's progress at public positions." Another deputy head of Kazakhstan Presidential Administration Bauyrzhan Baibek said that as a result of the reform "the number of the political personnel will be slashed 6.5-fold: from 3,277 to 538 people".
