The agreement will create a legal basis and establish conditions for the transit of military equipment and personnel through the airspace of the two countries, the explanatory note said.
The agreement itself includes provisions related to the national security of both countries.
"If either party believes that the transit of military equipment threatens security or does not comply with the agreement, it may reject new authorizations or revoke those already issued," the agreement states.
The agreement also mentions information security.
"The parties are obligated to protect information under the agreement in accordance with the laws and the 2018 treaty between Kazakhstan and Turkey."
The agreement is effective for five years and is automatically extended for subsequent five-year periods unless either party decides to terminate the cooperation.
On behalf of Kazakhstan, the agreement will be signed by the Minister of Defence Ruslan Jaqsylyqov.
