Kaiyi Dai suggested that this move reflects Kazakhstan’s strategic approach to maintaining geopolitical balance. While Kazakhstan is delaying its application, it continues to support the vision of BRICS and backs the group’s call for a more just and democratic world order. As he said, Kazakhstan’s multi-vector foreign policy aims to maintain positive relations with all major global players and uphold the principles of mutual respect and non-interference.

This development comes as Kazakhstan’s President Tokayev prepares to participate in the 16th BRICS summit's outreach conference as a guest, following an invitation from Russian President Vladimir Putin. Russian presidential press secretary Dmitry Peskov acknowledged Kazakhstan’s stance, affirming the strong bilateral ties and strategic partnership between the two nations.

Kaiyi Dai noted that Kazakhstan’s decision to delay its application to BRICS should not be mistaken for a shift in its foreign policy direction but rather an effort to carefully weigh its commitments and maintain flexibility in global relations. He further explained the country’s motivation:

"By prioritizing a balanced foreign policy, Kazakhstan aims to sustain constructive relationships with all key players, ensuring its sovereignty and the stability of its diplomatic ties," said CGTN reporter.

Despite not pursuing BRICS membership immediately, Kazakhstan aligns with BRICS’ mission to promote inclusivity and cooperation. This aligns with President Tokayev's consistent support for the United Nations, which he regards as a fundamental institution for a just world order. Kazakhstan’s position emphasizes the complementary roles of BRICS and the UN in international governance.
