Speaking at the BRICS Outreach plenary session in Kazan, President Tokayev emphasized the growing significance of BRICS as a global center of cooperation.

"BRICS has tremendous development potential and brings together countries from different continents, strengthening solidarity and effectively using joint opportunities for the benefit of all participants. BRICS has the resources and experience to build a future based on principles of shared prosperity, mutual respect, and partnership," Tokayev said.

The President noted that BRICS’ multilateral efforts complement the work of the United Nations, which remains an irreplaceable and universal institution.

"The principles of diplomacy and dialogue, as outlined in the UN Charter, form the foundation of BRICS' agenda, contributing to the peaceful resolution of conflicts and strengthening strategic stability. We highly value Russia's concept of creating equal and indivisible security in Eurasia, aimed at reducing geopolitical tensions through building mutual trust and cooperation. Kazakhstan supports China’s global security initiative, aimed at maintaining international stability, protecting sovereignty, using multilateral approaches, and peacefully resolving conflicts. Kazakhstan also supports China and Brazil’s peace plan for Ukraine," Tokayev added.

In addition to expressing concern about the Middle East's worsening situation, the Kazakh President emphasized the importance of addressing root causes of conflicts such as poverty, inequality, and lack of education.

"Kazakhstan supports the reform of the UN Security Council and its expansion to include new members from Africa, Latin America, and Asia," he said.

Tokayev further stated that the voices of the Global South must be heard in matters of peace and security, and that BRICS can play a key role in this process by enhancing the representation of middle powers and developing economies in the global governance structure.

He also highlighted the dynamic growth of Kazakhstan's trade with BRICS nations, which accounted for half of the country's foreign trade turnover in 2023. Key areas for future cooperation include trade, investment, IT technologies, critical minerals, food security, education, and tourism.

The President paid special attention to strengthening cooperation in transit and transport sectors, particularly through the Belt and Road Initiative, the North-South International Transport Corridor, and the Trans-Caspian International Transport Route.

"Reliable partnerships within BRICS Plus are crucial for enhancing energy security and tackling the effects of climate change, such as water shortages, extreme temperature increases, and desertification," Tokayev emphasized.

In conclusion, President Tokayev noted that joint efforts within the BRICS Plus framework would significantly improve North-South connectivity, eliminate development imbalances, strengthen international security, and ensure global progress.

On October 23, President Kassym-Jomart Tokayev arrived in Kazan for the 16th BRICS Summit, at the invitation of Russian President Vladimir Putin.

During the summit, Tokayev held brief discussions with Turkish President Recep Tayyip Erdoğan, Belarusian President Alexander Lukashenko, SCO Secretary-General Zhang Ming, and the Head of the Presidential Administration of Mongolia Gombojav Zandanshatar.

Representatives from 36 countries and six international organizations attended the summit, with about 20 delegations represented at the highest level.
