Tengrinews.kz – The draft law on housing and utilities discusses linking housing maintenance tariffs to the monthly calculation index (MCI) to avoid lengthy approvals at the maslikhat level. This was reported by Deputy Yekaterina Smyshlyayeva.
According to the deputy, housing maintenance tariffs are currently approved by maslikhats, but the process is slow. Tariff increases often cause public dissatisfaction, leading regional authorities to either delay their revision or not review them at all, complicating the maintenance of apartment buildings.
"We understand that, in addition to management, preserving the housing stock is also important. That’s why we are discussing linking the tariff to the MCI so that it is automatically indexed, allowing maslikhats to avoid revisiting this issue for several years," the deputy said during a Majilis session.
The draft law also proposes considering housing quality when determining tariffs. Specifically, coefficients will be introduced based on factors such as the building's age, the presence of technical facilities, and other characteristics. These coefficients will be included in the minimum tariff by default and will not require residents’ voting. However, additional services, if needed, will be approved by a general vote of homeowners.
Smyshlyayeva added that significant work is currently underway to improve the tariff-setting system in the housing and utilities sector.
