Tengrinews.kz - A new allowance has been proposed to be introduced in Kazakhstan. The corresponding initiative was voiced today by Mazhilisman Tansaule Serikov.
In his deputy request, the Mazhilisman touched upon support for children with disabilities of the 2nd and 3rd groups, as well as the rights of guardians of citizens with intellectual disabilities.
"According to the law, the rights of people with mental disabilities are protected by their official representative - a guardian appointed by the court after reaching 18 years of age. Up to this age, both the child and his guardian receive benefits. However, after 18 years, he does not stop being a child for his mother, his condition does not improve miraculously. Every mother takes care of her child free of charge, as long as she has strength. But benefits for guardians of disabled people of the 2nd and 3rd groups are not provided. If the child has a mental illness, then the benefits paid are barely enough for psychotropic drugs, basic necessities and food. I receive many such requests," Serikov said during a session of the Mazhilis.
As an example, the deputy told about a single mother from a village who takes care of a son with mental retardation. As a guardian, the woman does not receive any help from the state, since her son has turned 18. To provide for the family, she works two jobs at once - as a cleaner and a janitor. The cleaner's salary is given to the nurse, and the remaining 45 thousand tenge is spent on medicine and trips to the city for treatment. Each taxi ride costs 10 thousand tenge.
"And how many such people are there in our country? Among them are those who suffer from autism, mental retardation, Down syndrome. Yes, guardians of disabled people of the 1st group are entitled to benefits, but disabled people of the 2nd and 3rd groups are left without support. Therefore, they need to be transferred to the 1st group and provided with disabled taxi services. If we cannot create normal conditions for people with disabilities, then what can we be proud of?" the deputy asked.
Serikov voiced statistics from the Ministry of Healthcare, according to which about 200 thousand people with mental disorders and behavioral disorders are registered in Kazakhstan.
In 2024, the number of adults with mental disabilities increased by 1705 people, and children with intellectual disabilities - by 3955, reaching 27 286 people. In this regard, the deputy put forward a number of proposals, including appointing an allowance to guardians of disabled people of the 1st group with intellectual disabilities after their wards reach 18 years of age, assigning children with congenital intellectual disabilities immediately to the 1st group of disability, and also providing disabled people of the 2nd and 3rd groups with special transport (invataxi).
