The state workers of Kazakhstan's A block will have high salaries, Tengrinews.kz reports citing deputy head of Kazakhstan President’s Administration Gabidulla Abdrakhimov. “The documents are currently being prepared for A block, including the ones on the payment system. According to the international experience, A block is called “higher administrative positions” in all countries: this is something between politicians and administrative officials. Normally these people get very high salaries, that’s why we will also choose this path to make sure they stay at the state service. They will have the salaries good enough to perform their duties,” Abdrakhimov said, answering the questions of the journalists in Kazakhstan President’s Academy of State Management. He explained that contracts with a right of renewal for another year would be signed with A block’s managers. Their contract will specify all their obligations. “This is done so that we can track the official's progress at the position he occupies. The contract will be terminated if the contract’s terms are not fulfilled,” the speaker said. Creation of the managerial A block has been provided for through amending the state service legislation. According to the President, the number of political state workers will be cut 8-fold after the block of professional managers is formed. Only the positions of heads of state authorities and their deputies will be left unchanged. The law provides for enhancement of meritocracy principle in selection and promotion of personnel, improvement of efficiency, objectivity and transparency of selection for state positions, and creation of a managerial A block.
