The expert noted that the number of dangerous religious materials seized last year exceeds that of the 2006-2009 period. This is quite a disturbing sign, Karin thinks. The expert connects recent terrorism activeness in Kazakhstan with weakening of the system of regional security, unstable neighborhood of Kazakhstan and closeness to zones of conflict. Karin suggested to improve anti-terrorist legislation. According to him, comparison of the Kazakh legislation with anti-terrorist legislation of European countries and neighboring countries, shows that some clauses in Kazakhstan's law are overly formal. “We have no system of ranging terrorist threats, like the U.S., Russia and many other countries have,” the expert said. “Earlier terrorism was considered an external threat. I think that the tendency of increasing extremism and terrorism threat should be taken seriously,” Karin said. “Reinforcement should be made not only in specific regions, but country-wise.” Karin reminded that terrorist attacks in Kazakhstan were aimed against law-enforcement authorities and military forces.
