Rules for testing civil servants in Kazakhstan have changed

Innovations for Corps "B"
The updated order specifies that candidates for Corps "B" positions who have received low results in testing under the law are now sent a notification to their personal account on the "electronic government" portal. A repeat test can only be taken after three calendar days.
The new rules require candidates for Corps "B" positions to do the following at the selection stage:
- Personal participation in testing without outsiders;
- Continuous presence on site;
- Do not turn away from the screen;
- Video surveillance without switching off or covering the camera;
- Do not talk on the phone;
- At the request of the system, conduct a 360-degree survey of the room in which you are located at the time of the selection;
- The use of headphones, other remote access programs and auxiliary materials is prohibited.
Updates for appraisers
An appraiser who has confirmed their participation in the system cannot be removed from the competition committee. The HR department must indicate the reason for removing the appraiser in the event of their absence and may provide an additional appraiser no later than 30 minutes before the interview.
This order comes into effect after the day of its first official publication. However, there are some points that will be effective from January 1, 2025.
Verification of candidate documents
After the end of the application period, the HR department checks all candidate documents within three working days. The presence and completeness of scanned versions of documents confirming work experience and education are also checked.
If a candidate provides an incomplete set of documents in an electronic personal file, they are given the opportunity to supplement them once within one working day. After supplementing the necessary documents, the HR department rechecks them within one working day.
If the candidate passes or does not meet the requirements, a notification of admission or refusal to pass the competition stages is sent to the candidate.
Personal number for confidentiality
After admission to the selection, the candidate is assigned a personal identification number, which allows the selection process to be carried out anonymously, protecting personal data.
Essay evaluation
After passing the "Essay writing" stage of the competition and checking for compliance with the requirements, candidates undergo a check within one working day with the members of the commission, who evaluate the essay on a five-point scale, confirming the decision using an electronic digital signature. At least two-thirds of the composition of the selection committee participate in the essay evaluation. A member of the committee is not allowed to refuse to evaluate the candidate's essay. The competition status is recorded as "Completed" if none of the candidates participates in this stage.
Interview for candidates
Three candidates with the highest scores are admitted to the interview. They receive notifications indicating the date and a link to the interview. The interview is conducted via video link, and each member of the committee evaluates the results in the system, confirming them using an electronic digital signature.
Earlier, Kazakhstan's Minister of Finance announced changes to the bonus system for civil servants, stating that budget savings will no longer be redirected toward bonuses.
