Kazakhstan will transit to a new fully functional civil service model by 2015, President Nursultan Nazarbayev stated in his election program, KazTAG reports. Nazarbayev promised to modernize the political to ensure that the new civil service model is fully functional by 2015. He plans to expand the authority of the Parliament and government; introduce new management technologies based on the corporate governance principles pursuing effectiveness, transparency and accountability to the society; strength the role of the political parties, local authorities and judicial system. Kazakhstan needs political reforms to improve its competitiveness, the incumbent president said. The presidential election will take place on April 3. Four candidates are running for the election: the incumbent president Nursultan Nazarbayev, Senator Gani Kasymov, ecologist Mels Yeleusizov and communist Zhambyl Akhmetbekov.
