Tengrinews.kz – Senate deputy Marat Kozhaev, in his address to Prime Minister Olzhas Bektenov, proposed toughening the punishment for traffic violators, including introducing mandatory re-examination for a driver's license.

According to Kozhaev, Kazakhstan needs to adopt international experience in punishing traffic violators. He cited Singapore as an example, where the penalty point system is combined with mandatory repeat traffic rules courses for violators, as well as confiscation of cars for particularly serious violations.

"There is no mandatory referral of malicious violators to retake the traffic rules exam, despite the systematic disregard of traffic rules. In many cases, traffic accidents are associated with the personal negligence of drivers who do not comply with traffic rules or deliberately ignore them," the Senate deputy noted.

Kozhayev proposed three initiatives to punish drivers who do not comply with traffic rules:

  • provide for mandatory referral for retaking the theoretical exam on traffic rules for drivers who have, for example, 10 or more violations recorded by technical means.
  • tighten penalties for repeated traffic violations recorded by cameras, up to and including temporary suspension of driving licenses.
  • develop a mechanism for differentiated punishment for violators, taking into account the number of violations over a certain period, and remove the 50% discount on fines for systematic violators.

In December last year, a series of new regulations in road traffic came into effect.
