"I am sure that you yourself witness daily how the number of these vehicles increases day after day in the metropolis. Moped drivers often violate traffic rules, which leads to an increase in accidents. Moped riders, for example, often make dangerous maneuvers, such as abrupt braking or rear-end maneuvers, creating a threat to pedestrians and car drivers.
The lack of discipline and culture among many moped and scooter owners exacerbates the problem since they do not always comply with basic safety requirements, which leads to accidents and injuries on the roads," said Serik Shumayev, head of the local police department of the Almaty city police department.
