Kazakh Ministry of Energy proposes installing metering devices on oil and gas wells 09 октября 2014, 18:27

The Minister of Energy says there is a need for monitoring devices on Kazakhstan's oil and gas wells.

Minister of Energy of Kazakhstan Vladimir Shkolnik suggested equipping oil and gas wells with monitoring devices, Tengrinews correspondent reports from an extended meeting of the Committee on ecology and natural resource management of the Mazhilis, the lower chamber of the Kazakh Parliament, on issues of oil and gas industry in Kazakhstan.

"We have asked you to consider and support the measures we proposed: to oblige subsoil users to equip with metering devices the oil and gas wells located on the structures and/or fields introduced into exploration and development after January 1, 2017; to oblige the subsoil users to keep remote oil and gas wells that have no connection to flowlines supplying the products from the wellhead to the gathering centres equipped with metering devices until connection to the gathering centres is established," Shkolnik said on October 7.

According to the minister, there is only one tricky aspect in this regard. "We have examined carefully what it would cost our country to install the newest metering devices on each well, taking into account the need for their future replacement, revision and the like. The cost of this affair is several hundred millions of dollars a year,” he said.

Since equipping all the wells with metering devices is very expensive, Vladimir Shkolnik proposed to approach the problem selectively. He suggested first to identify where the probability of theft was greatest and preparing a detailed and optimal project based on that.

The Energy Minister reminded that the proposal was first voiced by the MPs and then his agency supported it.

“In accordance with the legislation, commissioning of new wells not equipped with technical means of measuring the flow rate on each of these wells it is not allowed,” Shkolnik said.

“There are areas with remote wells in oil and gas fields that have no flowlines to supply the produce to the gathering centers. We should consider equipping such wells with metering devices" to prevent theft. After evaluating the probability of theft from each of such wells we would put together a list of priority wells for the proposed initiative. "A technical statement is needed to determine the expediency of installation of metering devices at each of such wells," he concluded.
