Pavlodar Petrochemical Plant will add 6.3 billion tenge ($42 million) in petroleum products excise tax to the budget of Pavlodar, according to the city's Department of Economy and Budget Planning, KazTagreports. According to the department, in 2011 Pavlodar petrochemical plant processed 4.65 tons of oil. In 2012 the plant plans to process 4.75 tons of oil. “Budget revenue from the petroleum products excise tax is expected at 6.3 billion tenge ($42 million),” head of the Department of Economy and Budget Planning Tatyama Schichko informed. In 2011 Pavlodar city administration lowered the forecasted revenue from the pant’s petroleum products excise tax twice. First down to 6.5 billion tenge and finally, as Schichko reported in December 2011, to 6 billion tenge. Pavlodar petrochemical plant is Kazakhstan’s largest enterprise for refining of oil, production and distribution of oil products. The plant produces petrol, diesel, jet engine fuel, residual fuel, gases, asphalt, petroleum coke and scrape. The plant projected capacity is 7.5 million tons of oil per year. The refining depth at the plant is 85%. The plant is oriented at Western Siberian oil. The plant’s shareholders are Refinery Company RT (a subsidiary of JS KazMunaiGaz Refinery and Marketing) with 58% and Samruk Kazyna with 42%.
