A total of 9 191 977 ballot papers are to be issued, which slightly exceeds the number of citizens enjoying the general suffrage. According to the Central Election Commission (CEC), each ballot paper will bear security features. The ballot papers are to be handed over to local election commissions starting from March 25, 2011. The CEC Chairman elaborated that the names of presidential candidates will be listed on the paper ballots in the alphabetical order. In a separate statement, he announced that another two international observers of the CIS have been registered. Altogether, 59 international observers have been registered to date.
