Nazarbayev named reasons of global nuclear security erosion

Kazakhstan President spoke about slowing down of nuclear security development measures in the world, Tengrinews.kz reports from the international anti-nuclear conference held in Astana. “Today we can witness a slowing in the global nuclear security development processes, even despite of the regular summits on this subject. First of all, there is no universal regime of non-proliferation of nuclear weapons; new nuclear and some so-called threshold countries remain outside of the existing Treaty,” Nursultan Nazarbayev said. “Secondly, the Paris Treaty was signed two years ago between the United States and Russia to restore the process of reduction of strategic armament, however the example was not followed by other countries of the official nuclear club.” Nazarbayev sees the third reason in impossibility of adoption of the Comprehensive Nuclear Test Ban Treaty. It lack signatures of only several of the threshold countries. “Fourthly, the issue of global control over development of the national nuclear energy programs is not regulated; lack of clear and explicit standards besmirch the nuclear ambitions and even the support of the nuclear terrorism by almost every state that strives to use peaceful atom. Such clear injustice does not help enhance the non-proliferation regime. There are fears that amendments to the Convention on the Physical Protection of Nuclear Material will not come into effect in 2014 because the ratification process has been frozen in several countries,” Kazakhstan President said giving the fifth reason for the decreasing dynamics of enhancement of nuclear security. “The accident at Fukushima nuclear plant clearly showed the problem of retarded security technologies at peaceful atom facilities,” Nazarbayev stated.
