Kazakhstan President has instructed the government to toughen the legislation against the instigators of social and labor conflicts, Tengrinews.kz reports. "The legal base is not developed enough and doesn't cover cases of instigation of social and labor conflicts. The employers frequently cause such conflicts by labor conditions they create, disruption of the production process or late wages payment. At the same time, there are cases when instigators are involved: parasites, who don't work anywhere and are used to making money on conflicts. They hound everyone to stand up against something. They don't even work in this company, but come from somewhere and say: "Go make a row, stand up against it and they will give you something". Everyone gets what he earns. There is no manna from heaven. Everyone knows that there is no such thing as a free lunch," Nursultan Nazarbayev said. He notes that the current Labor Code does not contain any liabilities for instigation of labor conflicts by employers, officials or independent instigators. The President stresses that it is necessary to increase the responsibility for observance of the social legislation for foreign companies working in Kazakhstan as well. "Private ownership does not give anyone a right to make their own laws," Nazarbayev says. Kazakhstan President has declared at the Industrial Forum in Astana that he is currently working on 20 instructions on social modernization, noting that the program of social modernization is the key factor of the country's development. A package development plan needed to be created for this program for a long-term period until 2030, he said. By Aidana Ussupova
