Vladimir Foos, Vice Chairman of the Central Election Commission (CEC) briefed Pierre Morel, EU Special Representative for Central Asia, on the CEC work, election campaigns of presidential candidates and their parties, Tengrinews.kz reports. Pierre Morel, who has a good command of the Russian language, was interested in knowing more of the CEC structure, procedures of fielding candidates and settling of disputes with those unable to meet the threshold requirements. Vladimir Foos elaborated that the dispute with Ualikhan Kaisarov, who had decided to repeal the decision of the Language Commission (that found him falling short of language requirements), had been resolved in court. The court, relying on opinions of independent experts, reiterated that he did not meet the standards in terms of language competency. Besides, Pierre Morel dwelt on media coverage of the election campaigning: how a certain candidate is covered on national channels and in individual country’s regions. When closing the meeting, Pierre Morel noted that parliamentary elections are under way and asked how things were going with regards to registration of political parties. Vladimir Foos answered that it was not the CEC that dealt with registration of parties, but the Justice Ministry. However, he informed that Alga party was clearing registration procedures, while Azat Party was going through re-registration.
