Zhanaozen residents: Clashes were planned

Members of the government commission created by the decree of Kazakhstan President met with Zhanaozen residents. The residents who witnessed the clashes of December 16 shared their opinions on the events. “I am sure such campaigns are impossible without prior planning and organization. Being a witness, I can say that groups of people were gathering to the square from different parts of the town that day. It was obvious that they were managed and directed by someone,” chairman of Zhanaozen Veterans Council Assylbek Aidarov said. “The damage to city and private facilities is terrible. I don’t think that it was done by oil workers: bandits must have taken advantage of the strike. We all know the results,” Zhanaozen resident Balzhan Shomekeyeva said. The commission members explained to the residents that the government is taking all the necessary measures to stabilize the situation in the region. Law-enforcement authorities are searching and apprehending the participants and initiators of the violence. “Our main task is to let common residents live peacefully, so that we do not destroy, but restore the normal life of the town,” the commission member, Emergency Situations Minister Vladimir Bozhko said. “We did not come here to accuse or defend anyone; we are being constructive. There has been blackouts in the economic and social life. Our task is to restore everything as soon as possible to let the town live peacefully. The superintendant and law-enforcement block will do what they are supposed to do,” Kazakhstan Vice Prime-Minister Umirzak Shukeyev said at the urgent meeting of the commission with Mangistau oblast authorities. 14 people fell victims to the clashes in Zhanaozen on December 16. The state of emergency was introduced in the town until 7:00 a.m. of January 5, 2012. On December 19 Prime-Minister Karim Massimov signed the decree on creation of the special government commission. It includes 17 people, including Akim (Governor) of Mangistau oblast, Ministers and representatives of national companies and head of KazMunaiGas. Priority tasks of the commission include ensuring people’s security, non-stop supply of food, rendering support to families of the victims, as well as restoration of damaged buildings and the city infrastructure in general. The experts will have to estimate the damage and provide the commission with the cost estimate for repairs.
