Chairman of KazAgroInnovation Sergey Mogilnyi told Primeminister.kz about a new program of reforming Kazakhstan agrarian science, Tengrinews.kz reports. First of all, the plan is to create a single operator for the national agricultural research system that will have all required tools to ensure that the industry pursues innovative approaches. Two advanced centers of agrarian science are to be created in Nauchnyi village of Akmola oblast for northern regions and in Almaty oblast for southern regions of Kazakhstan. “We will deal with getting the government to increasing funding of agricultural research. The countries leading in the world’s agriculture spend at least 1 percent of the industry's gross product on agrarian science, where as in Kazakhstan this figure made 0.17 percent in 2012,” Sergey Mogilnyi said. According to him, the state allocates around $24 thousand per one researcher per year, while other countries spend 6-7 times more on their researchers. Besides, the personnel policy will have to be reviewed. The tasks were set to attract talented and professional young people into science and to raise wages. “The first issue is to increase the salaries of the scientists to the level exceeding the average salary level in the country. Here we are talking about increasing state financing again. The second issue is that we have to form a simple, understandable and transparent model of career development, so that a young researcher would have a clear idea of what and when he can achieve and what conditions and effort are required for that. This model is applied in developed systems of agricultural research and is also known as evolutionary model of the career development,” Mogilevskiy said. Corporate system of KazAgroInnovation includes 23 scientific-and-research organizations with 26 branches, 16 experimental organizations and 6 specialized companies performing auxiliary functions. 37 research projects are currently being implemented under a result-based financing scheme of KazAgroInnovation.
