Details of early presidential election in Kazakhstan

The Central Election Commission of Kazakhstan has approved a plan for the early presidential elections in Kazakhstan, Tengrinews reports citing the Commission's Chairman Kuandyk Turgankulov, who spoke at a briefing of the Central Communication Service's headquarters on February 26.

"At the meeting of the Central Election Committee we approved the election forms (documents) and a plan of the main events to prepare and hold the early presidential elections scheduled for April 26, 2015," Turgankulov said.

According to the plan, the nomination of presidential candidates begins on February 26 and ends on March 15 this year.

The right to nominate candidates, he said, belongs to public associations registered in the established order and citizens through self-nomination. The campaigns will last from March 26 until 00:00 April 24.

Nomination of candidates for the presidency begins on the day following the day of announcement and ends two months before the election.

Participating in the presidential election requires an individual to be a citizen of Kazakhstan, not younger than 40 years old, fluent in the state language (Kazakh) and living in Kazakhstan for the last 15 years.

The electoral law states that before registration and after checking for compliance with requirements of  the Constitution and the Constitutional Law, as well as after checking the signatures in his or her support, the presidential candidate has to deposit on the account of the Central Election Commission an electoral contribution fifty times the amount of the minimum wage. This equals to approximately 1 million 60 thousand tenge ($8.6 thousand).

The fee shall be refunded to the candidate in cases of the election victory, or receiving at least five percent of the votes in the elections, or death of the candidate. In all other cases the fee is non-refundable and remains in the state budget.

The law also says that registration of candidates begins two months before and ends forty days before the election day, unless otherwise provided during the appointment of the election. A presidential candidate must be supported by at least one percent of the population eligible to vote, equally representing at least two-thirds of the 14 Oblasts of Kazakhstan and Almaty and Astana cities.
