Tengrinews.kz - Mazhilis Deputy Abzal Kuspan has clarified some of the provisions of the newly adopted amnesty law, explaining which categories of offenders will not be eligible.
In particular, he listed the categories of convicted individuals who will definitely not be affected by the amnesty, noting that the Parliament adopted the law “in relation to an indefinite group of people.”
“We cannot name specific surnames or first names here. I can only list the following categories of criminal cases that are not subject to amnesty. These include corruption-related crimes — we have 624 people convicted under these. Terrorism-related crimes — 294 convicted. Extremist-related offenses — 96 individuals. Torture — 48 individuals. Also, crimes committed as part of organized criminal groups. In addition, the amnesty does not apply to those who have committed repeat offenses,” Kuspan stated at the briefing.
Earlier, Mazhilis deputies passed the law "On Amnesty in Connection with the 30th Anniversary of the Constitution of the Republic of Kazakhstan."
