According to the President, the diplomatic corps supported parliamentary reforms, demonstrating political and civic responsibility.

"Many of the deputies in this hall served on the Constitutional Commission, met with citizens, and provided exhaustive explanations of the essence of reforms that will shape the image of our state and its economic potential for years to come," Tokayev said.

The Head of State noted that following the adoption of the Constitution in a nationwide referendum, deputies worked to modernize the legal system.

"After the adoption of the Basic Law via national referendum, you managed to bring our state's legal system into alignment with new constitutional realities qualitatively and in the shortest possible time. Specifically, Parliament promptly developed and adopted nine packages of laws, including six constitutional laws," the President stated.

Tokayev emphasized that the fundamental formula of state power—"a strong President, an influential Kurultai, an accountable government"—has found institutional embodiment in the updated balance of branches of power.

"In the updated balance of power, the President has retained his key role as a symbol of independence and national unity, and a guarantor of the Constitution, legal rights, and freedoms of citizens," noted the Head of State.

At the same time, Tokayev stressed that Kazakhstan remains a presidential republic, where the President is the chief official of the state and Supreme Commander-in-Chief of the Armed Forces, appoints the heads of all law enforcement agencies, determines the main directions of domestic and foreign policy, and represents the nation on the international stage.

However, according to Tokayev, modernization provides for the further transformation of the parliamentary system.

"The Kurultai will have to eliminate all obstacles in the form of bureaucratic procedures, increase the speed and quality of lawmaking, and organize the effective activity of qualified experts and consultants," Tokayev said.

The Head of State also declared that in the era of digitalization and artificial intelligence, the Kurultai will have to work at an accelerated pace.

"The Kurultai will have to work at an accelerated pace to promptly adapt national legislation to rapidly changing realities in the digital matrix. This is a critically important task, as it will determine Kazakhstan's readiness to participate in global competition," the President emphasized.

Earlier, Tokayev stated that the formula of state power in Kazakhstan would be "a strong President—an influential Parliament—an accountable government."

Later, it was proposed in Kazakhstan to rename the Parliament as the Kurultai. This was reported during discussions of the draft of the new Constitution.

On March 15, Kazakhstan held a referendum on the new Constitution. According to official data, the majority of voters supported the constitutional reform.
