Tengrinews.kz — The rules for naming airports, railway stations, train stations, bus terminals, metro stations, ports and other state facilities will change in Kazakhstan. The relevant amendments have been made to the current rules approved by a government resolution.
Names of famous people only five years after death
One of the main changes concerns naming airports, railway stations and other state facilities after famous people. From now on, such facilities may be named after an outstanding state or public figure, scientist, cultural figure or another person who contributed to Kazakhstan’s development only five years after their death.
“The assignment of proper names of outstanding state and public figures, figures of science, culture and other persons who have rendered services to the Republic of Kazakhstan and the global community shall take place no earlier than five years from the date of their death, except in cases involving the names of individuals who demonstrated heroism and courage or made an especially significant contribution to strengthening the state’s independence,” the document says.
At the same time, an exception has been made to the rule. It will not apply to people who demonstrated heroism and courage or made an especially significant contribution to strengthening Kazakhstan’s independence.
Who will be able to propose a new name
State bodies will still be able to propose a new name or renaming. This will require an application from a central state body or akimat, as well as a joint decision by local representative and executive bodies. The exception will be facilities that fall under the authority of central state bodies.
How the decision will be made
After the documents are reviewed by the relevant commission, its conclusion will be sent to state bodies or local executive bodies within three working days.
“The authorized body shall send the commission’s conclusions within three working days to central state bodies and local executive bodies of the capital, regions and cities of republican significance,” the document says.
If the commission supports the proposal, depending on the specific facility, state bodies will either prepare a draft government resolution or be able to make the decision independently, if this falls within their powers.
Earlier, it became known that the rules for renaming cities and villages in Kazakhstan would also be changed. Such decisions will now be made with “enhanced consideration” of local residents’ opinions. The corresponding provision is included in the draft Constitutional Law “On the Administrative-Territorial Structure.”
