Tengrinews.kz — President of Kazakhstan Kassym-Jomart Tokayev explained what opportunities will be available to foreigners who obtain a Golden Visa (Altyn visa) for in-demand specialists. According to him, Kazakhstan is focusing on creating a comfortable environment to attract professionals and investors from abroad.
Tokayev said that Kazakhstan is continuing to simplify immigration procedures and move them into digital format in order to make the country a more convenient regional hub for living and working.
“To position the country as the most comfortable regional hub, immigration procedures are being simplified and fully digitized. One of the key instruments here has been the recent introduction of the Golden Visa, which grants the right to long-term residency, as well as a comprehensive package of preferences, including significant tax benefits and exemption from excessive administrative burdens,” Kassym-Jomart Tokayev noted.
According to Tokayev, holders of the Golden Visa and their family members will be able to enjoy a number of social opportunities on an equal basis with citizens of Kazakhstan.
“Holders of the Golden Visa and their family members will receive unrestricted access to quality education and healthcare on equal terms with our citizens,” he emphasized.
What is known about the Altyn visa
Earlier, Deputy Prime Minister and Minister of Culture and Information Aida Balayeva spoke about the launch of a special visa for foreigners. According to her, Kazakhstan intends to build a “transparent, predictable, and favorable” migration system for specialists needed by the country’s economy.
As Balayeva explained, this primarily concerns highly qualified personnel and investors. Priority areas include engineering, IT, medicine, as well as manufacturing and infrastructure projects.
“A foreign investor implementing a project in the manufacturing or infrastructure sector receives stable conditions for residence and doing business. Likewise, a specialist in engineering, IT, or medicine who is in demand on the labor market receives simplified access to legalization and employment,” she said.
What will change for foreigners
According to Balayeva, there are plans to expand the “one-stop-shop” principle and move the main procedures into a single digital format. It is expected that obtaining status, work permits, and other documents will be handled through one system without the need to apply to different agencies.
The authorities also plan to shorten application review times and reduce the number of administrative procedures.
“Government procedures must be as simple, transparent, and accessible as possible,” Balayeva stated.
In addition, Kazakhstan intends to simplify the recognition of professional qualifications for specialists in shortage and high-tech sectors. In some cases, the time needed for qualification recognition may be reduced from several months to shorter procedures.
At the same time, as the Deputy Prime Minister emphasized, there are no plans to weaken oversight.
