Tengrinews.kz - Kazakhstan has updated the rules for registering mobile devices.
According to the order of the Ministry of Digital Development, Innovations, and Aerospace Industry, white, gray, and black lists for registering subscriber devices of cellular communications will be introduced from March 24.
The white list will include devices that have successfully passed verification and are added to the database. The gray list includes devices whose status requires additional verification, but are temporarily allowed to work in the network for up to 30 days. The black list includes devices with an incorrect or changed identification code, missing factory IMEI, or included in the international GSMA black list.
Now the cellular operator checks for a match between the identification code of the subscriber device and the subscriber number with the already registered data of another owner, as well as the presence of information in the databases confirming the legality of its use in the cellular networks of the Republic of Kazakhstan.
The operator is also obliged to notify owners about the status of their devices, and if they are included in the grey list, about the need to confirm the legality of using the smartphone. If verification is not completed within the specified period, the device is automatically transferred to the black list, and access to the mobile network is blocked.
"The operator of the identification code database, within 3 working hours from the moment of completion of such a check (in case of a negative result - ed.), transfers information about the subscriber's mobile device to the black list and sends a corresponding notification to the mobile operators. The mobile operator, from the moment of receiving the said notification, informs the owner of the subscriber's mobile device about the ban on the provision of mobile services for such subscriber's mobile device, indicating the grounds for the ban," the statement says.
Additionally, control over the registration of devices after repair has been strengthened. When replacing IMEI in authorized service centers, the data must be confirmed through the international GSMA database (Global System for Mobile Communications Association database).
In addition, when individuals import subscriber devices for cellular communications to Kazakhstan for personal use, without business purposes, it will be necessary to provide information on crossing the state border and (or) documents confirming the import.
The order will come into force 60 days after its official publication.
