Kazakhstan’s President Nursultan Nazarbayev, when speaking at the UN General Assembly session in New York September 21, urged the UN member states to speed up creating a legal framework for the global information space. “Information space is a realm equal to natural resources, water or air, or outer space in terms of its importance to the humankind. However, there is no international conventions regulating information processes”, Nazarbayev said. “Isn’t is the reason for impunity of most hacker attacks aimed at banks, public bodies, military and even nuclear facilities?” “I believe it important to put in place an international legal framework for the global information space”, the President said. According to him, the UN General Assembly resolution on 9 elements of global cyber security passed in 2002 could be the foundation for a more extended legal framework.
