Tengrinews.kz – The first person to be released under the amnesty has been freed in the Kostanay region, according to the Committee of the Penitentiary System (CPS) of the Ministry of Internal Affairs.
The man had been serving a sentence for theft and had no prior convictions. His wife and three children were already waiting for him at home.
Currently, around 2,000 people are serving sentences in institutions under the jurisdiction of the Penal Correction Department of Kostanay Region. According to the amnesty law dedicated to the anniversary of the Constitution, 300 convicts are to be released. The first of them were freed today.
CPS emphasized that amnesty is not merely an act of mercy, but an investment in the future — a chance for every citizen to rehabilitate and contribute to the country’s development. Released individuals are provided with assistance in adapting to their new lives, including help with employment, restoring social connections, and obtaining necessary documents. Specialists also support them in learning new skills and offer psychological counseling.
It should be recalled that on June 23, President Kassym-Jomart Tokayev announced the amnesty.
The upcoming amnesty in Kazakhstan, in honor of the 30th anniversary of the Constitution, will affect over 15,000 convicted individuals.
The amnesty applies to:
- Persons who committed criminal misdemeanors or minor offenses;
- Those convicted of medium-gravity crimes without damage caused or where damages have been fully compensated;
- Members of socially vulnerable groups.
However, the amnesty does not apply to those convicted of corruption, terrorism, extremism, crimes against the sexual integrity of minors, and a number of other serious offenses.
