Tengrinews.kz - The Ministry of Digital Development and Transport of Azerbaijan commented on the preliminary report published by Kazakhstan on the investigation into the crash of the Azerbaijan Airlines (AZAL) passenger plane near Aktau Airport, according to Minval.az.
The Ministry stated that the following facts were confirmed in the preliminary report:
1. The Embraer 190-100 IGW passenger aircraft, registered under the number 4K-AZ65 and owned by Azerbaijan Airlines (AZAL), operating regular flight J2-8243 from Baku (Republic of Azerbaijan) to Grozny (Russian Federation), was in a fully airworthy condition from the moment the flight took off on the route segment to Grozny. This data on the airworthiness of the aircraft, including the operation of its control systems, was confirmed using FDR data;
2. Both engines of the aircraft were operating without technical problems until the moment of the accident. This information is also confirmed by the FDR data;
3. During the flight in the airspace of the Russian Federation, including over Grozny airport, the aircraft lost GPS signals;
4. Due to unfavorable weather conditions over Grozny, the aircraft was unable to make a second approach to landing, after which the captain decided to return to Baku. After this decision was made, two external sounds were recorded in the CVR over Grozny with an interval of 24 seconds;
5. Comparison of the CVR and FDR data showed that 4 seconds after the first external sound, the 3rd hydraulic system failed, 6 seconds later - the 1st hydraulic system, and 21 seconds later - the 2nd hydraulic system;
6. Numerous blind and thorough damages in the fuselage were found, recorded by means of photographs and video recordings. These damages were found in the rear part of the fuselage, the vast majority of which were on the vertical and horizontal stabilizers, as well as the left wing and the left engine;
7. Information was provided that the damages found in the fuselage of the aircraft were caused by the impact of external objects. The preliminary report does not contain information on the presence of any facts indicating a collision of the aircraft with birds;
8. Foreign objects not belonging to the aircraft found in the damaged fuselage were removed; their photographs are presented to the public in the text of the preliminary report. In order to accurately determine the identity of the foreign objects found, additional examinations are planned in the future;
9. At 05:13:32, the main control systems on the aircraft failed; at 05:21:42, the interaction controller reported to Grozny about the operation "Carpet";
10. No information was provided containing the fact of the explosion of the oxygen cylinder.
The Ministry of Transport of Azerbaijan noted that in accordance with the requirements of the Chicago Convention of ICAO, after the preliminary report, a final report on the causes of the crash must be prepared within a year from the date of the incident.
"Work on preparing the final report has already begun by the Republic of Kazakhstan and other states participating in the investigation," the department said in a statement.
An Embraer 190 aircraft of Azerbaijan Airlines, flying from Baku to Grozny, crashed on the morning of December 25, 2024, near the city of Aktau. According to the airline, there were 62 passengers and five crew members on board. According to the Ministry of Emergency Situations of Kazakhstan, 29 people survived.
