Kazakhstan expressed interest in Korean technology of preventing emergency situations. Kazakhstan Minster of Emergency Situations Vladimir Bozhko announced that at the meeting with his colleague from South Korea, who arrived in Astana to sign the memorandum of understanding between the two agencies, Tengrinews.kz reports. “Those numerical models of estimation and prevention of emergency situations developed (in South Korea) are extremely interesting for us. We are now developing a similar model. This meeting is therefore very timely, and we will do our best to apply it here,” Vladimir Bozhko said at the press conference on 31 October. According to the Minister stability of dams have became increasingly important and is on the agenda after the tragedy in Kyzylagash. Vladimir Bozhko informed that special sensors were installed at Koksaray water reservoir. “We have immediately introduced changes at Koksaray and installed the sensors along 20 km of the key locations on the dam,” he said. Bozhko also noted such potential emergency areas as Shymbulak (skiing resort) and Medeo (mountain area near Almaty) that are prone to frequent avalanches. The most hazardous areas on the slopes are also equipped with sensors produced in South Korea. “The sensor system allows forecasting the avalanche one day in advance. It tracks the snow volume, consistence and traction,” the minister explained speaking of the sensor benefits. In South Korean emergency prevention system all slopes in landslide-prone areas are equipped with automatic prevention mechanisms. Over 2000 sensors are installed near rivers to forecast and prevent flooding. Surveillance cameras monitor the situation around the country; emergency prevention is also controlled from satellites. All the information is accumulated in an online crisis center that electronically puts together forecasts on emergency level. The residents of the areas where an emergency is forecasted to occur are directly informed by e-mail or phone. As a result of the meeting a memorandum of understanding was signed. Both sides agreed to share research findings, hold seminars, and train specialists in the existing educational institutions in Kazakhstan and South Korea specializing in this area.
