Kazakhstan government has approved quotas on attraction of the foreign labor for the project of reconstruction and modernization of Atyrau Oil Refinery in western Kazakhstan, KazTAG reports citing the official media. The 2013 quota makes 399 people, including one 1st category employee, 28 employees of the 2nd category, 165 employees of the 3rd category and 205 employees of the 4th category. Terms of issuing of permits for attraction of foreign labor for implementation of the project have also been approved. According to the decree, the permits are issued to the employers by the authorized public body on the following conditions: the number of Kazakhstan citizens has to constitute at least 50 percent of the 1st category staff of the general contractors and their subcontractors for implementation of the project on reconstruction and modernization of Atyrau Oil Refinery; there have to be at least 50 percent of local citizens among the 2nd category staff and at least 80 percent of local citizens for the 3rd category and at least 90 percent in the 4th category. Kazakhstan branch of SINOPEC Engineering is the main applicant for attraction of foreign labor. The document comes into effect from the date of first official publishing, i.e. on April 3.
