Anti-torture draft law presented to Kazakhstan Parliament

Draft law aimed at of tortures and other harsh, inhuman or humiliating treatment or punishments has been presented to the Majilis, Tengrinews.kz reports. According to Deputy Justice Minister Dulat Kustavletov, the draft law provides for creation of the national preventive mechanism, some kind of a public commission that will visit special facilities of temporary isolation. The participants of the national preventive mechanism include Human Rights Commissioner, members of the public monitoring commissions, members of public associations contracted by the state to ensure operations of the national preventive mechanism. The draft law states that the visits to special facilities will be made at least twice a year in a group of not more than four people. By Renat Tashkinbayev
