"A phased transition to English language in the education system will be taking place in high schools and universities. The main objective is to improve the competitiveness of graduates and increase the export potential of the education sector," the document said.

The program also noted the need for a phased introduction of a 12-year education system and upgrading of the schooling standards to facilitate functional literacy. "Introduction of per capita state financing in high school, creating a system of incentives for successful schools" are also among the program's provisions.

With regards to vocational training and higher education, the program provides step by step instructions to expand the academic and administrative autonomy of universities based on the experience of the Astana-based Nazarbayev University. The new document envisions “transformation of universities into private non-profit organizations in accordance with international practices."

Notably, President of Kazakhstan Nursultan Nazarbaev has ordered to develop an action place of trilingual education in Kazakhstan earlier. "We will make English a language to be learnt from the first grade. And in 11-12 grades, all classes should be taught in English," he said on March 6.
