Tengrinews.kz — The Head of State received Prime Minister Olzhas Bektenov. Kassym-Jomart Tokayev heard a report on Kazakhstan's socio-economic development results for January–June of this year and plans for further economic diversification, reports citing the Akorda website.
The Prime Minister reported that GDP growth reached 4.1 percent in the first half of the year. The manufacturing industry's contribution to the economic structure increased by 9.8 percent, the transport sector by 7.1 percent, and construction by 15.2 percent. Growth was also recorded in trade (5.7 percent), agriculture (4.4 percent), and telecommunications (4.3 percent). Fixed capital investment totaled 9.5 trillion tenge, with private investment inflows rising by 21.4 percent.
Olzhas Bektenov reported on the strengthening of the national economic structure. This year, 200 investment projects worth 1.7 trillion tenge will be launched in the manufacturing sector, creating 17,000 permanent jobs.
The Head of Government provided updates on major road projects, plans for the construction of a second airport in Astana, and the second phase of Tarlan Astana. In the construction sector, housing commissions are expected to reach 20 million square meters. Agricultural production volume amounted to 15 trillion tenge, with sown areas increased to 23.8 million hectares. One trillion tenge has been allocated to support farmers, with 6.5 tenge of private investment attracted for every tenge from the budget.
The Head of State was briefed on the implementation of the Comprehensive Plan to Increase Public Income and measures taken to reduce inflation. In June, the annual inflation rate stood at 10.3 percent.
The President was updated on the current results of social and migration policy improvements, as well as approaches to further enhance the effectiveness of social support mechanisms by incentivizing employment. The cumulative effect of optimizing inefficient social payments will exceed 800 billion tenge per year.
Special attention during the meeting was paid to preparations for the heating season. Following the previous season, five thermal power plants (CHPs) were moved out of the critical "red" risk zone, and an additional three CHPs were moved into the "green" zone. This year, reconstruction covers 9 power units, 55 boilers, and 51 turbines, with 384 billion tenge allocated for these purposes. Under the "Modernization of the Energy and Utility Sectors" national project, the repair of 12,000 kilometers of utility networks will be completed by the end of the year.
Information was presented on the execution of Presidential instructions regarding digitalization and the development of national AI infrastructure. Olzhas Bektenov reported on the progress of the "Data Center Valley" project. Infrastructure with a capacity of 250 MW is being deployed in partnership with global IT leaders. The volume of attracted foreign investment exceeds $10 billion.
The Head of State heard a report on the modernization of tourism infrastructure. The development of the Almaty mountain cluster will increase the tourism industry's share of GDP. The Almaty SuperSki project is in its active construction phase: the creation of 60 kilometers of trails will expand capacity to 10,000 people per day. The facility is scheduled to launch in December 2028. Preparations for the "Games of the Future 2026" are also nearing completion.
The President was briefed on measures to implement the new Constitution. Work is underway to align legislation with the Basic Law, strengthen the principles of "Just Kazakhstan" and "Law and Order," improve social policy, establish the legal framework for Alatau as a rapid development city, and promote the "Taza Qazaqstan" (Clean Kazakhstan) initiative.
Following the meeting, Kassym-Jomart Tokayev instructed the government to continue systemic work to ensure the country's dynamic development. The Government was tasked with launching a large-scale program for the construction of social and infrastructure facilities. This program is designed to significantly improve the quality of life for citizens across all regions in the near future. Special emphasis will be placed on the construction of modern healthcare facilities.
As previously reported, the Government of Kazakhstan has allocated over 16.2 billion tenge from the reserve for the development of Astana's utility and energy infrastructure. The relevant decrees were signed by Prime Minister Olzhas Bektenov. The funds will be directed toward modernizing the capital's drainage, heating, and power supply systems. The implementation of these projects is expected to increase the reliability of public utilities and ensure uninterrupted operation amid active housing construction and population growth.
