Tengrinews.kz – Telegram founder Pavel Durov is "stuck" in France, and his case will be sent to court no earlier than in a year, according to RBC.
The website cites information from Wired magazine, which refers to a statement by French prosecutor Maylis de Rec.
According to her, it is too early to talk about any settlement agreement.
De Rec explained that the arrest warrant for Durov was issued after prosecutors realized how many investigations in different departments had stalled due to Telegram did not respond to law enforcement requests.
The authorities believe that the entrepreneur's silence "was equivalent to complicity."
According to Libération, the French gendarmerie alone recorded 2,460 cases from 2013 to 2024 where legal requests sent to Telegram went unanswered.
Yulia Conley, who previously headed Telegram’s external and government relations department, told Wired that she considers it "unreasonable" to hold Durov responsible for what happens on the platform. She connects the case to a "lack of human capital in this very important area of content moderation."
The arrest of the messaging app's founder followed an investigation into one of the users who had been stalking underage girls and confessed to rape. According to Politico, when investigators asked Telegram to disclose the identity of the suspect, the company refused.
De Rec confirmed to Wired the fact of the request.
"If this were an isolated incident, we wouldn't think anything about Telegram. But the thing is, it happened every time, with every request, in every country where we made a request. We are not here to judge him right now. We are here to ask: 'Did you know? Did you agree? What did you agree to?' Because it wasn’t just once. It happened thousands of times," explained the prosecutor’s representative.
Durov was arrested at the Paris airport on the evening of August 24. He faces charges related to organized crime, including complicity in drug trafficking and child pornography, as well as failing to provide information requested by authorities. He was released on bail a few days later, with the requirement to report to police and not leave France.
