According to the site at 4:52 P.M. (Kazakhstan time), more than 4 thousand complaints were made about the failure of Open AI services. 92% of complaints are about ChatGPT.

Judging by the comments, the ChatGPT application does not work for most users. The service's website loads more readily.

ChatGPT returns an error when trying to send a request.

ChatGPT does not work in the U.S. and European countries. Users in Kazakhstan also encountered problems with the service.

Previously, users from the U.S., as well as from some European countries, in particular from Germany and the Netherlands, complained about problems accessing the OpenAI service.
