Almaty resident claims data leak after pregnancy termination - Ministry of Health response
Tengrinews.kz — An Almaty resident, speaking on condition of anonymity, has alleged a breach of medical confidentiality following an abortion procedure. Despite being an adult, the woman discovered that a notification about the surgery was sent to her mother's phone.
"The notification went to my mother"
Sharing her story on social media, the woman explained that she underwent the procedure at a state clinic in the city. Her primary grievance is that a message regarding the completed procedure from 1414 (the unified contact center for e-government and the "Government for Citizens" state corporation) was sent to her mother, even though the patient is of legal age.
According to the resident, her profile was not technically linked to her parent's contact information in any way.
"Only my number is linked to eGov and the medical information system. My mother's number was never there," the woman stated.
The Almaty resident is now demanding that the clinic be held accountable for the disclosure of personal medical data. She has already filed a formal complaint via the eOtinish service and is currently awaiting an official response.
Health Ministry Response
The Ministry of Health's press service informed reporters that the service automatically sends discharge notifications to the phone number previously provided by patients or their legal representatives.
Experts suggest that the mother's number likely remained in the database from when the woman was a child and was first registered at the clinic.
"It appears the medical facility failed to update the data in time, which is why the system automatically sent the message to the mother," the department explained.
When asked why the service does not flag that a patient has reached adulthood, the Ministry of Health press service replied:
"The database does not filter for this. This should have been handled by specialists at the medical organization. The clinic bears primary responsibility for keeping its patient database up to date."
The Ministry clarified that upon reaching adulthood, the woman has the right to file a complaint independently. If an investigation confirms the violation, the clinic employee responsible for the data disclosure could face disciplinary action.
Furthermore, the Ministry of Health stated that they are reviewing the SMS notification system based on the e-government portal's phone number database to prevent such incidents in the future.
