Kazakhstan introduces arrest for misdemeanors with no detention homes in place
Kazakhstan has changed its legislature to huminize the justice system by differentiating between crimincal misdemeanor and criminal offence. The first is supposed to be punished by arrest but there are no detention homes in Kazakhstan. Even more, the courts will gain the right to order arrest for misdemeanors only starting January 1, 2017. That is, two years from now.
