International adoption is the only chance for many sick Kazakhstani orphans, believes a philanthropist and the director of Compassion charity foundation Aruzhan Sain. The philanthropist expressed her disapproval of the ban on adoption of Kazakhstan orphans by Americans at the meeting of the Prosecutor General’s office. “I would like to address only on one issue. We should not proceed with banning foreigners from adopting our children, because if the ban is legalized then the children that have health problems will not have any chance for a normal life. They really receive treatment abroad,” Sain said. For the Ministry of Foreign Affairs the issue with international adoption lies in the unwillingness of some countries to provide post-adoption reports that are important for protection of a child in a new environment. Prosecutor General Askhat Daulbayev believes that countries that deny Kazakhstan control over adopted children must be banned from adopting Kazakhstani orphan altogether. “I think there should be an simple and clear mechanism. I believe, adopters must initially sign a document undertaking to allow state officials access to children until their legal adulthood,” Daulbayev said. Vice Minister of Foreign Affairs Rapil Zhoshybaev added that Kazakhstan was discussing with the United State access to information about Kazakhstani children adopted to the U.S. “American government received information about 600 adopted children whose post-adoption reports were missing. After that we received reports about 116 children. The work is still in progress. We consider refraining from letting the U.S. adopt children until we receive all the reports a viable solution,” Zhoshybaev said. By Altynai Zhumzhumina
