Dombra, animals and compensation: Kazakhstan to change air travel rules
Tengrinews.kz — The Ministry of Transport has prepared a draft amendment to the air transportation rules. The amendments introduce new rules for transporting musical instruments and animals, additional guarantees for passengers with disabilities, and shorter timelines for compensation payments for flight delays.
Dombra and kobyz to be allowed in the cabin
One of the main innovations will be the regulation of musical instrument transportation. The draft provides for the possibility of carrying musical instruments in the aircraft cabin as hand luggage, on a separate passenger seat, or in checked baggage, provided that the established requirements are met.
In addition, it is proposed to officially allow musical instruments, including the dombra and kobyz, to be carried in the cabin in a secure protective case. Their dimensions must not exceed 110×35×30 centimeters, and their weight must not exceed 10 kilograms.
What will change for passengers with animals
The draft also provides for the possibility of transporting animals in the aircraft cabin in accordance with the rules established by airlines.
In addition, it is proposed to enshrine in law the provision of air travel benefits for passengers with disabilities.
Who will be boarded first
The Ministry of Transport proposes establishing a procedure for allocating seats if an airline replaces an aircraft with one of smaller capacity.
Boarding priority will be given to:
- minor passengers;
- people with disabilities;
- passengers with serious illnesses;
- pregnant women;
- citizens of retirement age.
When compensation will be paid
The amendments are also aimed at strengthening the protection of passenger rights. In particular, it is proposed to set a maximum period for paying a penalty for a transportation delay — no more than 10 calendar days from the date an application is submitted.
In addition, airlines may be required to bear responsibility for damage to hand luggage if their fault is proven.
When the changes may come into force
The Ministry of Transport noted that the proposed changes are aimed at improving service quality, strengthening the protection of passenger rights, and bringing air transportation rules in line with modern requirements.
The draft order has been posted on the Open NPA portal for public discussion.
