According to Smaruk – Kazyna, relevant public bodies in partnership with the KazMunaiGas National Oil and Gas Company are doing their best so that the shortages wouldn’t have any negative impact on the common people. Plans are afoot to complete modernization of the three current oil refineries based in Atyrau, Shymkent and Pavlodar by 2016: they are expected to meet the domestic demand for aviation fuel following the modernization. Earlier KazMunaiGas had elaborated that one of the causes of aviation fuel shortages in Kazakhstan was decreased oil supplies from Russia late 2011.
