The topic of plagiarism in draft laws by incompetent government officials was raised at the Central Communications Service briefing on Tuesday, July 1, Tengrinews reports.

Journalists asked the Ministers, who attended the briefing, to share the Cabinet's reaction to the criticism of the quality of draft laws developed by the government.

The topic of plagiarism in draft laws by incompetent government officials was raised at the Central Communications Service briefing on Tuesday, July 1, Tengrinews reports.

Journalists asked the Ministers, who attended the briefing, to share the Cabinet's reaction to the criticism of the quality of draft laws developed by the government.

The previous day, at a joint session of the Parliament, MPs said that out of 114 bills proposed by the government, only 38 percent fully complied with the requirements. "Oftentimes, a developer borrows rules from a foreign law without taking into consideration the national legislation. For example, many of the rules in the Draft Law On Personal Data duplicated rules of a similar law of one of the CIS countries and contradicted 7 codes and 27 laws of Kazakhstan. The Parliament had to rework the bill completely," MP Kabibulla Dzhakupov said closing the third session of the Parliament of the fifth convocation.

The next day, the journalist wanted to see the reaction of the government to the criticism and plagiarism allegations. The Minister of Economy and Budget Planning Yerbolat Dossayev took upon himself to explain the situation:

"Yesterday, an opinion was expressed with respect to one of the legislative drafts and about certain clauses in that draft. I think that he, who cribbed, will be held responsible for the quality of the work," Dossayev said stressing that the deputies were generally happy with the work done by the government.

“There are questions arising with respect to the quality of translation into the Kazakh language. The work of state authorities on the linguistics and originality of texts continues and is constantly improving. Such work is ongoing and has no limit to perfection. Therefore, it will be continued by all the public authorities, " Dossayev said.
