What happens if you don’t pay on time?
Starting October 2, daily penalties will begin accruing for each day of delay. From November 14, if the debt exceeds 1 MCI (3,692 tenge in 2025), tax authorities will transfer cases to enforcement. If the debt isn’t paid within 5 working days, the case will be forwarded to private bailiffs.
Bailiffs will be authorized to:
- Freeze bank accounts
- Restrict real estate or other asset transactions
- Ban international travel if the debt exceeds 40 MCI (147,680 tenge in 2025)

New rules for flights to Sharm El-Sheikh
From October 1, 2025, Kazakh citizens under the age of 21 will no longer be allowed to fly to Sharm El-Sheikh without adult supervision. Young travelers will only be permitted to travel with parents or close relatives.

If accompanied by a grandparent, sibling, or relative over 21, a notarized letter of consent will be required. They must also carry their passport and birth certificate.

Recalculation of fees for maintenance of apartment buildings
Starting October 18, the method for calculating minimum monthly maintenance fees for apartment buildings in Kazakhstan will change. These are the regular payments residents make for services like stairwell cleaning, garbage removal, elevator maintenance, and other shared services.

What’s changing?
If residents have not approved the amount of the fees themselves, or if the amount is too low, a new calculation method will be used. The new basis for the fee will be prices for mandatory services, confirmed by at least three commercial offers.
Contributions will now be set in Monthly Calculation Indexes (MCI). Fees will be recalculated annually, taking inflation into account.
Local governments (akimats) will have the power to set the minimum fee amount.
What does this mean for residents?
If the maintenance fees in your building haven’t been reviewed in a while, or were previously too low, they may now increase. The purpose of these new rules is to align payments with the actual cost of services.
Preferential financing for farmers
From October 1, 2025, Kazakhstan will begin accepting applications for the updated agricultural support program – "Ken Dala - 2".

This program will allow farmers to secure funding in advance to prepare for the next agricultural season — including purchasing fuel at discounted rates, buying fertilizers, repairing machinery, and obtaining seeds.
Key terms:
- Preferential interest rate: 5% per year
- Collateral support: if collateral is insufficient, up to 85% of the loan can be guaranteed by the "Damu" fund
Loans can be obtained through branches of the Agrarian Credit Corporation and partner banks across the country.
Prime Minister’s orders to be fulfilled by October 1
Privatization of football clubs
By October 1, Kazakhstan must prepare a plan for the privatization of football clubs.
On September 9, 2025, Prime Minister Olzhas Bektenov instructed the Ministry of Tourism and Sports, together with local akimats, to develop a timeline and strategy for privatizing football clubs.
This means that by October, it should be clear:
- Which clubs will be privatized
- When the privatization will take place
- How the transfer to private ownership will be carried out
This initiative aims to reduce government spending and improve management efficiency.
Until now, most Kazakh football teams were publicly funded — now the government plans to attract private investors.
Approval of AI implementation plan in education
At a recent government meeting, Prime Minister Olzhas Bektenov instructed the Ministry of Education and the Ministry of Science and Higher Education to develop and approve conceptual approaches and a roadmap for the integration of artificial intelligence into the education system for 2025–2029.
The responsible ministries must prepare a long-term strategy for applying AI in schools, colleges, and universities.
Temporary closure of the border with China
In October, temporary restrictions will be introduced on the Kazakhstan–China border due to public holidays in China:
- October 1–3 – National Day of the People's Republic of China;
- October 6 – Mid-Autumn Festival.

Holidays and celebrations in October
In October, Kazakhstani citizens will get one additional day off – October 25, celebrated as Republic Day. This holiday became an official non-working day in 2022.

This year, Republic Day falls on a Saturday, so the day off is rescheduled to Monday, October 27.
As a result, there will be a 3-day weekend at the end of the month: October 25–27, inclusive.
If you follow a standard 5-day workweek, you will have 9 days off in October:
- 4 regular weekends (Saturday–Sunday);
- 1 public holiday – October 27
For those who work a 6-day week, 5 days off are expected.
