Tengrinews.kz – November will bring several major changes for Kazakhstanis: tax authorities will intensify work with debtors, applications will reopen for preferential mortgage programs, and annual effective interest rates will be reduced. Tengrinews.kz explains these and other upcoming updates.
Tax authorities to transfer property debts to court bailiffs
Previously, it was reported that by October 1, 2025, all Kazakhstanis who own real estate — such as apartments, houses, dachas, garages, or land plots — were required to pay their 2024 property tax. As of October 2, penalties for late payment have been accruing.
Starting November 14, tax authorities will begin transferring cases to enforcement proceedings if the debt exceeds 1 MCI (3,932 tenge in 2025). If payment is not made within five working days, the documents will be sent to private bailiffs.
They will have the authority to:
- Freeze bank accounts;
- Prohibit real estate and property transactions;
- If the debt exceeds 40 MCI (157,280 tenge in 2025) – impose a travel ban abroad.

Note: The property tax amount depends on the cadastral value of the asset and the length of ownership. Notifications with payment details were sent out in July — both in paper form and via push notifications in banking apps.
New application round for “Nauryz” and “Nauryz Zhumysker” mortgages
Starting November 2025, Otbasy Bank will resume accepting applications for the preferential mortgage programs “Nauryz” and “Nauryz Zhumysker,” according to Chairwoman Lyazzat Ibragimova.
On October 16, the government decided to double the total lending volume to 500 billion tenge.
Ibragimova noted that the bank is currently finalizing implementation mechanisms, and exact participation conditions will be announced later.
It is known that offtake contracts will be signed with construction companies to build housing under these programs. Developers, in turn, will commit to fixing housing prices for three years.
Apartments will be available on the Baspana Market platform.
Main Mortgage Conditions:
- Interest rate: 7% for socially vulnerable citizens, 9% for others;
- Down payment: 10% for fully finished apartments, 20% for unfinished ones;
- Maximum loan amount: up to 36 million tenge in Astana and Almaty, up to 30 million tenge in other regions;
- Eligibility: no existing housing and a deposit of at least 2 million tenge in Otbası Bank.
Under the “Nauryz Zhumysker” program, applications will be open to specialists working in industry, energy, transport, agriculture, and water resources.
Maximum mortgage rate to be lowered
Starting November 1, 2025, the Agency for Regulation and Development of the Financial Market (ARDFM) and the National Bank of Kazakhstan will reduce the maximum annual effective interest rate (AEIR) on mortgages — from 25% to 20%.
The AEIR cap was initially supposed to be lowered on June 15, but the change was postponed until November. The regulator explained the delay by citing banks’ operational unpreparedness to comply with the new requirements.
Note: The Annual Effective Interest Rate (AEIR) reflects the real cost of a loan, including all commissions and payments. Setting a maximum cap means that banks will not be allowed to issue mortgage loans with higher rates.
Changes to admission rules for Interior Ministry Universities
The Ministry of Internal Affairs (MIA) has introduced amendments to the rules for training and selecting cadets for its military universities. According to Order No. 761 issued by Minister Yerzhan Sadenov on October 13, 2025, the criteria for competitive selection have been updated.
Now, preferential admission rights under equal conditions are granted to:
- Orphans and children deprived of parental care;
- Members of youth military-patriotic movements “Zhas Sarbaz” and “Zhas Aibyn” who have trained for at least two years;
- Children of servicemen with at least 15 years of service, and those retired after 20 years or more (except those dismissed for disciplinary reasons);
- Children of soldiers who died, went missing, or became disabled while on duty;
- Holders of the “Altyn Belgi” distinction, and winners of international and national Olympiads, competitions, or sports events within the past three years.
The order will take effect 10 days after its official publication.
Students return from fall break
On November 3, Kazakh schoolchildren will return to classes after the fall holidays, which last from October 27 to November 2 inclusive.
The academic year remains divided into four quarters.
The second quarter will run until the end of December, followed by the winter break — from December 29, 2025, to January 7, 2026.
- Additional holidays for first graders: February 9–15, 2026 (7 calendar days).
- The third quarter lasts 10 weeks; spring break is scheduled for March 19–29, 2026 (11 calendar days).
- The fourth quarter lasts 8 weeks and will end on May 25, 2026.
Rest days and holidays
In November 2025, employees with a five-day workweek will have 10 days off and 20 working days.
Those on a six-day schedule will have only Sundays off — 5 rest days and 25 working days in total.
Since there are no transferred holidays in November, the schedule will remain standard, with no long weekends planned.

November weather forecast
Meteorologists report that in November 2025, precipitation is expected across most of Kazakhstan, mainly in the form of snow. In the south and southwest, there will be rain mixed with snow. Gusty winds, blizzards, fog, and icy conditions are likely across the country, especially in northern, central, and eastern regions.
Early November: In the north, center, and east, temperatures will rise — 0 to +5°C at night, up to +10°C during the day. By the end of the first ten days, it will get colder again — down to −12°C at night, −5°C during the day.
Mid- to late November: Nighttime temperatures will range from −5 to −12°C, occasionally dropping to −16...−18°C; daytime temperatures will vary between −3 and +10°C. By the end of the month, it may drop to −20°C at night and −15°C during the day.
South and southwest: Warmer conditions are expected — −3...−12°C at night, +1...+18°C during the day. However, by late November, frosts down to −15°C at night and around 0°C during the day are possible.
According to preliminary forecasts, winter will be moderately warm, with precipitation near the climatic norm. However, meteorologists warn of possible snowstorms, strong winds, icy conditions, and sharp temperature fluctuations, which may lead to the formation of an ice crust on the snow surface.
