Tax authorities to transfer property debts to court bailiffs

Previously, it was reported that by October 1, 2025, all Kazakhstanis who own real estate — such as apartments, houses, dachas, garages, or land plots — were required to pay their 2024 property tax. As of October 2, penalties for late payment have been accruing.

Starting November 14, tax authorities will begin transferring cases to enforcement proceedings if the debt exceeds 1 MCI (3,932 tenge in 2025). If payment is not made within five working days, the documents will be sent to private bailiffs.

They will have the authority to:

  • Freeze bank accounts;
  • Prohibit real estate and property transactions;
  • If the debt exceeds 40 MCI (157,280 tenge in 2025) – impose a travel ban abroad.

New application round for “Nauryz” and “Nauryz Zhumysker” mortgages

Starting November 2025, Otbasy Bank will resume accepting applications for the preferential mortgage programs “Nauryz” and “Nauryz Zhumysker,” according to Chairwoman Lyazzat Ibragimova.

On October 16, the government decided to double the total lending volume to 500 billion tenge.

Ibragimova noted that the bank is currently finalizing implementation mechanisms, and exact participation conditions will be announced later.

Changes to admission rules for Interior Ministry Universities

The Ministry of Internal Affairs (MIA) has introduced amendments to the rules for training and selecting cadets for its military universities. According to Order No. 761 issued by Minister Yerzhan Sadenov on October 13, 2025, the criteria for competitive selection have been updated.

Now, preferential admission rights under equal conditions are granted to:

  • Orphans and children deprived of parental care;
  • Members of youth military-patriotic movements “Zhas Sarbaz” and “Zhas Aibyn” who have trained for at least two years;
  • Children of servicemen with at least 15 years of service, and those retired after 20 years or more (except those dismissed for disciplinary reasons);
  • Children of soldiers who died, went missing, or became disabled while on duty;
  • Holders of the “Altyn Belgi” distinction, and winners of international and national Olympiads, competitions, or sports events within the past three years.

Students return from fall break

On November 3, Kazakh schoolchildren will return to classes after the fall holidays, which last from October 27 to November 2 inclusive.

The academic year remains divided into four quarters.

The second quarter will run until the end of December, followed by the winter break — from December 29, 2025, to January 7, 2026.

  • Additional holidays for first graders: February 9–15, 2026 (7 calendar days).
  • The third quarter lasts 10 weeks; spring break is scheduled for March 19–29, 2026 (11 calendar days).
  • The fourth quarter lasts 8 weeks and will end on May 25, 2026.

In November 2025, employees with a five-day workweek will have 10 days off and 20 working days.

Those on a six-day schedule will have only Sundays off — 5 rest days and 25 working days in total.

Meteorologists report that in November 2025, precipitation is expected across most of Kazakhstan, mainly in the form of snow. In the south and southwest, there will be rain mixed with snow. Gusty winds, blizzards, fog, and icy conditions are likely across the country, especially in northern, central, and eastern regions.
