Kassym-Jomart Tokayev stated that Kazakhstan must remain a state with strong presidential power.

“We have entered a period of large-scale modernization aimed at building a Fair Kazakhstan - a country of opportunity and progress. In my recent Address, I announced the launch of parliamentary reform. The early announcement of this initiative demonstrates the openness of political processes in our country. The transformation of the legislative branch of power will become a logical continuation of the extensive reforms carried out in recent years,” Tokayev said.

He added that all proposals are based on the interests and requests of citizens regarding the evolutionary development of Kazakhstan.

“There is no doubt that our country must continue to develop and move forward. The planned changes will strengthen the powers and authority of Parliament. Amendments to the Constitution will affect not only the Parliament itself but also sections on the President, the Government, and many other aspects of the political system. In terms of scope and substance, taking into account the 2022 constitutional reform, these transformations are comparable to adopting a new Constitution,” Tokayev stated.

The Head of State emphasized that the Republic of Kazakhstan must remain a state with strong presidential authority.

“This is a matter of ensuring the reliable future of our country in an unstable world where parliamentary systems no longer fulfill their purpose in terms of security, order, stability, and development. We have no right to risk the statehood of our nation, and we must not blindly follow the superficial concepts of certain experts and politicians,” he said.

Tokayev noted that in recent years, Kazakhstan has significantly expanded the institution of direct elections. He concluded by stressing that the country’s policies and practical decisions will continue to firmly uphold the principles of protecting long-term national interests, state security, and sustainable development.
