Tengrinews.kz – President Kassym-Jomart Tokayev stated that Kazakhstan has expanded the institution of direct elections and proposed maintaining the majoritarian voting system at the local level, citing Akorda.
Speaking at a ceremonial event dedicated to Republic Day, the Head of State emphasized: “in all our policies and practical decisions, we will firmly adhere to the principles of protecting the nation’s long-term interests and ensuring state security, development, and progress.”
Tokayev reminded that in his recent Address, he had clearly stated the need to transition to a proportional electoral system for the unicameral Parliament.
“Forming a unicameral Parliament solely through party lists will strengthen political parties institutionally and improve their systematic engagement with voters, which will benefit our statehood. There is no regression or rejection of democratic principles here. My proposal is guided by sound political reasoning and sincere concern for our country,” he said.
At the same time, the President noted that at the regional level, where citizens maintain direct and regular contact with the authorities, maslikhats and akimats (local councils and administrations) must demonstrate their active and effective role.
“In recent years, we have significantly expanded the institution of direct elections. It began with rural akims, then district akims, and later extended to cities of regional significance. Therefore, Kazakhstan now holds various electoral campaigns almost every month - a political practice that is unique for our region,” Tokayev stated.
He added that all Kazakhstanis should evaluate the effectiveness of this new system and, if any undesirable consequences arise, appropriate measures should be taken.
“Reforms are a living process - there is no place for excessive conservatism here. I believe the majoritarian system for electing local maslikhats should be preserved,” Tokayev concluded.
